Serious, targeted work is being carried out in Belarus, which has a beneficial effect on the investment climate: long-term investment programs are being implemented, the legislative framework is being improved and finalized to comply with the principles of stability, unambiguity and consistency.

The investment climate is a balance of financial, economic, social and political conditions that favor the economic growth of the country and stimulate the arrival of investors. For the latter, the determining role is played by the relationship of the following factors: the capacity of the country’s domestic market, local resources and the possibility of using them. The legislative background is also important.

Regulated by the Laws “On Investment Funds”, “On Public-Private Partnerships”, “On Investments”, “On Concessions”. Current legislation not only helps to build business processes, but also offers certain conditions that protect the interests of business and provide various options for reducing financial costs and risks.  

It will be remembered about preferential regimes that operate not only in FEZ and HTP - benefits also apply to certain regions (South-East of Mogilev region, Orsha district), small towns and rural areas. Why they choose Belarus for investment

In Belarus, an important role is played by the availability of qualified labor resources, developed modern infrastructure and a favorable geographical and geopolitical position: in the west there is a huge EU market, and in the east there is the market of the Common Economic Space.  

In 2015, in the Republic of Belarus, the implementation of infrastructure projects became possible through the PPP mechanism. Thr PPP Center has been created and is effectively operating in the country, which is part of the structure of the State Institution “National Agency for Investment and Privatization” and is responsible for supporting such initiatives.

In the Republic of Belarus, issues of improving the investment climate are under constant control. Multi-vector work is being carried out, including at the legislative level, which obtains the optimal balance of institutional, economic and legal conditions that stimulate the development and conduct of business.  

For example, there has been a steady trend towards simplifying the conditions in which investors have to work; legislation that is directly related to investment activities is being optimized and improved. In particular, a set of measures for the implementation of the new investment cycle No. 39/225-267/55 dated April 25, 2022 was approved. Current changes were added to the law “On Public-Private Partnership” and the Land Code. In the Resolution of the Ministry of Economy of the Republic of Belarus No. 12 dated August 22. 2022 recommendations were approved to justify the priority of projects in the National Infrastructure Plan. A draft law “On promoting and stimulating the implementation of investment projects in the Republic of Belarus” has been prepared. Its distinctive feature is that it provides for the possibility of implementing some projects without concluding an investment agreement - only on the basis of a decision of the executive committee.
